The Former President's Progressive Alarm Overlooks Europe's True Danger: Economic Stagnation.

The recent US national security strategy offers a flawed view of Europe. The document asserts that unrestrained immigration and what it terms "progressive" agendas represent an grave risk to the continent's identity. However, this argument rests on a fundamental misreading of the situation. The actual danger confronting Europe is not societal but technological and economic backwardness.

A Glaring Growth Gap Separating the US and Europe

The data paint a stark picture. From 2008 and 2023, US GDP grew by 87%, while a paltry 13.5% increase for the European Union. Over this period, European income per person fell from 76.5% to just half of the US level. Remarkably, even Mississippi now boasts a greater average income than major European economies like Italy and France.

Today, about 50% of the global top fifty tech companies are US-based, while only four are from Europe.

The Innovation Shortfall: A Critical Problem

The growing disparity stems from stronger productivity growth in the United States, fueled by technological innovation and better use of resources. The scene of world technology leadership is overwhelmingly American. In the last fifty years, hundreds of American startups have scaled into enterprises valued at more than ten billion dollars, versus only fourteen in Europe.

This gap raises a vital question: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, where does the EU positioned? Experts widely concede it is largely a two-horse race between the United States and China, with Europe entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of key reasons explain this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and agile system for funding startups. Europe has yet to establish a genuine capital markets union, which limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can introduce a product under a single regulatory framework to access a market of over 330 million. The EU, despite a bigger population, is split among twenty-seven separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was once met with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, one can find reasons for optimism. European leaders are increasingly aware of the existential challenge and have started to advance substantial change. Key reports on European competitiveness and the internal market point to the necessity of major changes.

With the right incentives and rule changes, Europe's strengths might enable much higher levels of business-led breakthroughs.

Europe still possesses significant strengths: skilled human capital, excellent education systems, and world-class labs. Alongside a large internal market and substantial household savings, these elements could trigger a new wave of venture creation.

Crucially, even if Europe does not become the leader in developing cutting-edge technologies, it can still significantly increase productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

The European Union now faces a decisive moment. As the saying goes, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been gradual. But, without bold steps to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
